The GCCC is in the process of circulating petitions. This is about the citizens right to vote about the issue. Not the issue itself. A careful reading of SDCL 11-2 28, 11-2-28.2, 11-2-30 shows that we can do this. The law defining a legislative vote backs this up. Last year the States Atty advised the County Commission not to make a motion or it would be referrable. This year they were required to make a motion.
