At the recent city council meeting Kathy Korth again attempted to move into the Ortonville Ambulance Directorship. The City Council directed the ambulance board to post a notice of the meeting and resubmit. This is the norm for the ambulance board. Kathy Korth wants to be the Ambulance Director. What qualifications does she bring to the job? Kathy Korth has been an EMT for a number of years and also has served on the ambulance board for at least six years. What record does Kathy Korth have? Kathy Korth is the secretary of the Ortonville Ambulance Board and as such she is responsible for the meeting minutes.

On August 17, 2006 Kathy wrote the following in the minutes:

A LETTER OF COMPLAINT WAS GIVEN TO THE BOARD MEMBERS...

It has been documented that the letter of complaint she is writing about was not written until August 21, 2006 which is four days after the meeting when Ambulance Director Tom Scoblic asked the person to write the complaint. What we have here is Kathy Korth fabricating minutes of the board meeting. Kathy Korth knew that the letter of complaint was not in existence at the meeting.

DISCUSSION OF THE COMPLAINT WAS HELD AND WITH THE AMBULANCE PROTOCALS IN PLACE WE FELT THEY THERE WAS A GROSS VIOLATION INREGARDS TO PATIENT CARE. WE FELT THE WE A LETTER OF TERMINATION SHOULD COME FROM THE CITY ATTORNEY... (grammar errors in original)

Kathy Korth, as a member of the ambulance board, sought termination of an employee without having a written complaint, or any investigation, or ever talking to the employee to find out if the allegation was true. After the board decided to terminate they then went to secure the letter of complaint. Is that the kind of ambulance director Kathy Korth would be? To determine to terminate an employee without a written complaint and then later asking someone to write the complaint? Kathy Korth made another fabrication in the September minutes when she stated that Tom Scoblic talked to the employee and he had not done so.

Does this give an indication as to how Kathy Korth would run the Ambulance Service? Would employees feel safe with such a person in charge?

Further actions by Kathy Korth in this matter is that she did not tell the truth under oath and testified to the following:

Question: Was there a decision to terminate....at the August Board Meeting?

Kathy Korth: No. It was just to ask him for his resignation.

The minutes above clearly show that they sought termination. How could Kathy get away with the above contradictory testimony? The minutes were withheld. Kathy Korth did not produce the minutes that were requested and then testified that they sought resignation.

When it comes to not telling the truth Kathy Korth is in good company with Burt Nypen and Blair Johnson.

Now we have been told that the position of Ambulance Director was posted in the ambulance barn. Why wasn't the position posted in the city office or better yet in the newspaper? Why wasn't the job posted online? This all indicates that Kathy Korth was trying to produce the outcome she wanted.

The Ortonville Ambulance Service has suffered under the present leadership for long enough. It is time to move on in a more positive direction for the betterment of the community as a whole.

I know you have researched this incident thoroughly, but I notice that several statements are made for which you do not provide the proof or reason you know them to be true. Without those, it may look like you are simply assuming or personally believe something to be true.

Could you go back through and provide the explanation for the two or three places where you state something?

There are only two statements that I see that one may want more clarification of. Kathy Korth was at the meeting and she knew the letter was not there. She testified to that:

Question: So, you were not even...there wasn't even a written complaint and you were willing to create discipline action against ... without a written complaint, is that what you're telling us?

Kathy Korth: That's the way it happened.


In regards to the second statement in the September 13, 2006 minutes Kathy Korth states:

....TOM DID TALK TO -- IN REGARDS TO THIS MATTER...

It is a documented fact, and Tom Scoblic testified to it, that the employee in this matter was out of town and Tom Scoblic did not talk to this employee until October 4, 2006, which was weeks after the September meeting. This meeting was the second attempt on the part of Kathy Korth to fabricate a public document. At this point the Ambulance minutes become scarce. There are numerous documents stating that the abulance board met and made a decision but no minutes exist of any more meetings for three or maybe four months. If framing an employee to get rid of him is the modus operendi of the ambulance board perhaps the City Council should see to establishing a new system and removing the existing board. The city would be better served by honest leadership.

Good government begins at our selection for leaders.

Ms. Korth has obviously been attempting to manipulate her appointment as the head of the department. She first insisted that only parties already employed by the ambulance should be considered.

Then she put the notice up only at the ambulance garage.

A few years ago she manipulated a result in litigation. She was right in the middle of the fray and was part of the problem.

One can't help but think we can do better. We need different leadership in this postion.

I am becoming increasingly concerned that we elected all new city councilmen and councilwomen but kept everybody else from the Johnson Adminstration in place.

I do not think that this is the change the voters anticipated. It is beginning to look like the same old thing except Lang and Johnson are out.

Take a look at our past, loss of housing, loss of ag-business, loss of jobs and now we want to keep the same ideas with the same people in place.

It is time to lead with the change instead of going down the same path as the past. Our medical facility is something we are proud of. Isn't our ambulance part of this service?
