 Ortonville Ambulance changes procedure for Board

Since this site has made the various city boards more publicly visible there have been numerous changes made. One recent change came from the Ortonville Ambulance. At the March 25, 2010 Ambulance meeting there was a change in how the board members were selected. The election was posted and service members were invited to attend and vote.




This change in procedure came about because of the direction of the new Ortonville City Council, The Ambulance was informed that the election of the board had been done "illegally." You can read this in the last paragraph below.



This is quite a change in how things have been done in the past. On April 18, 2007, Excerpts of the minutes read as follows:

ORTONVILLE AMBULANCE
BOARD MEETING
APRIL 18, 2007

THE ORTONVILLE AMBULANCE BOARD OF DIRECTORS MET ON THE ABOVE DATE, AT TOM SCOBLIC'S HOME. MEMBERS PRESENT WERE TOM SCOBLIC AND KATHY KORTH.

THE MEETING WAS CALLED TO ORDER BY TOM SCOBLIC, DIRECTOR.....TOM NOTIFIED THE BOARD MEMBERS THAT JIM HASSLEN HAD GIVEN VERBAL NOTICE TO RESIGN HIS POSITION ON THE BOARD. TOM WILL SEE ABOUT GETTING THIS IN WRITING.

AFTER A LENGTHY DISCUSSION OF POSSIBILITIES FOR A NEW BOARD MEMBER, THE BOARD DECIDED THAT RUSTY DIMBERG WOULD BE A GOOD CANDIDATE. TOM WILL WRITE A LETTER TO THE CITY COUNCIL FOR THEIR APPROVAL....


The minutes reflected that the board (Tom & Kathy) interviewed a Nathan Preuss and that he excused himself after an interview. No other person is mentioned as being present at this meeting.

This is quite a change. From two board members meeting and picking a friend in private, to posting a notice and allowing the EMT crew to vote on who is on the board. It is encouraging to see the board opening up and becoming more public. Up to this point the ambulance board met without posting any announcements.

This is an improvement in the functioning of the Ortonville City Government. It should not stop there. The minutes above still need more. The city of Ortonville should implement a policy of having all board minutes conform to a set standard. To many boards just make minutes as they please. There needs to be a standard. All minutes should contain the following.

Name of the Board meeting
Location of the meeting
Date of the meeting
Name of the Board Members present. (If any board members arrive late or leave early it should be noted in the minutes.)
Name of other people present if they are willing to sign in.

If you look at the minutes for the City of Ortonville they are pretty complete. They include:

Amendments to the Agenda
Itemizing them with letters to identify them: Item A, Item B, etc.
Noting M/S naming who made the motion and who seconded it, if the vote passed and how people voted if it wasn't unanimous. Noting if someone abstained from the discussion or the vote.

Note the time the meeting ended and most importantly who wrote the minutes. The minutes could be kept in a three ring binder and should have the meeting announcement (if any) and the agenda with the minutes. If each board would keep a copy at the city library the public could be better informed as to what is happening in the city.
