Look it up at the site for the full story. Basically, it identifies what the 30% on the petition to require a hearing. Right now it includes entities (VFW for example), landowners who do not live in the district, and people who have been dead, some for 40 years, whose names are still on the deed.
This bill will narrow it down to those living in the district, who own land outside of municipalities, who are registered to vote. There is a proviso for owners who are LLP's or corporations who live in the district and are registered to vote.
